Tom Plant

Tom Plant is Senior Defence and Geopolitics Lead at the Ditchley Foundation, where he leads work on defence and international security and supports Ditchley’s wider programme on technology issues. His recent work has focused particularly on the implications of AI and other emerging technologies for national security, strategic competition, digital sovereignty and the changing character of conflict.

Previously, Tom was Director of the Proliferation and Nuclear Policy programme at RUSI. Earlier in his career he worked at the UK Atomic Weapons Establishment, where he was technical authority for arms control verification programmes, and at the Ministry of Defence, Foreign and Commonwealth Office and King’s College London. He is also a Senior Associate Fellow at RUSI.
