Dr Elizabeth Seger

Dr Elizabeth Seger is a Senior Policy Advisor at the Tony Blair Institute for Global Change, where she leads the Institute’s programme on global AI governance and policy. Elizabeth works to advance AI policy that underpins innovation and unlocks public value, while addressing the societal and capability risks associated with advanced systems. Her focus spans democratic resilience, cybersecurity and open-source policy, ensuring governance frameworks both facilitate technological progress and safeguard public interests. She is currently leading a research programme mapping national AI assurance ecosystems, with a focus on strengthening how AI assurance tools, standards, processes, and institutions can support trustworthy adoption in high-stakes contexts.

Before joining TBI, Elizabeth was Director of Digital Policy at Demos, where she co-founded the Epistemic Security Network — a cross-civil-society response to AI-related information threats. Prior to this, she published agenda-setting research on open-source AI policy with the Centre for the Governance of AI.

Elizabeth holds a PhD in Philosophy of Science from the University of Cambridge, investigating the foundations of trustworthy AI implementation in healthcare settings.
