Linda Lourie

Linda Lourie is currently a Principal with WestExec Advisors, a Principal with the Washington Circle Advisory Group, LLC, a Member of the U.S. Export-Import Bank’s (EXIM) Advisory Subcommittee on Strategic Competition with the People’s Republic of China (PRC) and serves as a Commissioner on the Atlantic Council’s Commission on Software-Defined Warfare, among other affiliations. She specializes in providing strategic advice to the national interest-focused private sector to navigate Washington risks, including regarding Foreign Ownership, Control, and Influence (FOCI), inbound and outbound investments, China/Russia sanctions and export controls, and with respect to semiconductors, AI, and the Australia-UK-U.S. security pact (AUKUS). Linda was previously a senior official in the White House Office of Science and Technology Policy (OSTP) serving on the Committee on Foreign Investment in the United States (CFIUS) and advising on foreign investments in emerging and foundational technology, export controls, CHIPS and Science Act, and led efforts on innovation and information sharing for AUKUS. She has also served as the U.S. Department of Defense Associate General Counsel and General Counsel of the Defense Innovation Unit (DIU). Linda received her A.B. cum laude from Harvard University, her M.A. from New York University, and her J.D. from the Benjamin N. Cardozo School of Law. She is a Member of the Council on Foreign Relations, and an ex officio member of the National Academies of Sciences, Engineering, and Medicine.
